Platform Standing & Purpose
Our service rates vary based on infrastructure requirements, but as a nonprofit 501(c)(3) organization, we do not sell content. Instead, we collect community contributions to promote wellness, facilitate emotional intelligence courses, and maintain the secure technical bridges required to connect underserved populations with authorized regional broadcasters.
"Our mission at The Cognitive Institute of Dallas.org, through the 'With Healthy Families First' (WHFF) initiative, is to bridge the digital and educational divide by providing secure technical conduit services for global cultural and wellness assets."
Organizational Identity
The Cognitive Institute of Dallas.org operates WHFF.TV and WHFF.Radio as mission-critical technical infrastructure. We function as an educational and technical intermediary, ensuring that regional Free-to-Air (FTA) and community-centric broadcasts remain accessible to global diaspora populations without commercial exploitation.
Federal Statutory Protections
In the United States, your nonprofit’s standing is protected by a combination of federal copyright, telecommunications, and tax laws. Because you act as a technical bridge and a mission-driven intermediary, you fall into specific legal categories:
DMCA SECTION 512(a)
The "Passive Conduit" Defense
Section 512(a) provides a "Safe Harbor" for service providers acting as a neutral conduit. As long as WHFF does not select content, store permanent copies, or modify data during transmission, liability for third-party streams is strictly limited.
IRC SECTION 501(c)(3)
Nonprofit Mission-Driven Shield
Under U.S. law, nonprofits can charge for services substantially related to their exempt purpose. Charging a "community contribution" to recover server costs for EI and wellness programs differentiates WHFF from commercial piracy entities.
COMMUNICATIONS DECENCY ACT SECTION 230
Platform vs. Publisher Immunity
Section 230 protects interactive computer services from being treated as the publisher of information provided by others. This reinforces WHFF's role as a platform for authorized regional broadcasters.
US CODE TITLE 17 SECTION 107
Fair Use for Educational Purposes
US law provides leeway for nonprofits using media for teaching and research. By integrating regional streams into our Emotional Intelligence (EI) curriculum, we strengthen our legal standing as an authorized educational tool.
